PUBLIC NOTICE
The Blackstone Water
Department is a municipal community public water system.
The Blackstone Water Department serves approximately 65% of Blackstone and also serves a limited number of water services in North Smithfield, Rhode Island. The public water system is supplied by 7 groundwater wells. All of the wells are manifolded prior to entering the Water Treatment Facility.
The water is distributed through a network of water mains approximately 43 miles long. There are four water storage tanks with a capacity of 3 million gallons. There are no permanent inter-connections; however, a hydrant-to-hydrant connection to Bellingham can be made in an emergency.
All wells that are online are pumped simultaneously. The operation of the wells is controlled by the level of the water in the storage tanks through our SCADA system.
Our water system is routinely inspected by the Massachusetts Department of Environmental Protection (MassDEP). MassDEP inspects our system for its technical, financial, and managerial capacity to provide safe drinking water to you. To ensure that we provide the highest quality of water available, your water system is operated by Massachusetts certified treatment and distribution operators who oversee the routine operations of our system, including sampling, testing and analysis as well as repairs and installations.
2026 Water Sewer Rates
The following is a chart for you to use to understand how we calculated your water and/or sewer bill
Water Usage
For 0 to 5,000 gallons of water used the charge is $47.50
For 5,001 to 25,000 gallons used, an additional $5.55 per thousand gallons is charged
For 25,001 to 50,000 gallons used, an additional charge of $7.60 per thousand gallons is charged
For 50,001 to 999,999 gallons used, a final charge of $10.40 per thousand gallons is charged
Sewer Usage
For 0 to 5,000 gallons of sewer used the charge is $97.50
For 5,001 to 25,000 gallons used, an additional $10.80 per thousand gallons is charged
For 25,001 to 50,000 per thousand gallons used, an additional $14.50 per thousand gallons is charged
For 50,000 to 999,999 gallons used, a final charge of $16.90 per thousand gallons is charged
For customers that have water supplied by another town, they will be billed an estimated rate until actual bills are received from that supplier.
